What a download actually gets you
One genuine advantage, and it is a real one: billing keeps working when the connection does not. In a lot of India that still matters, and no cloud product can match it.
The rest of the usual reasons hold up less well. "One-time payment" is usually one-time for a version, not forever. "My data is on my machine" is true, and it is also who is responsible for backing it up. "It is faster" was true a decade ago and mostly is not now.
Choose an install because of the first reason. The others are worth checking against your own situation before they decide it for you.
On a PC, without installing anything
If "for PC" means you want it to work on the computer at your counter, a browser-based system does. It uses the machine you have, prints to the printer that machine prints to — A4 or a thermal roll — and takes input from a USB barcode scanner the way any web form does.
What you gain by not installing is specific rather than vague: nothing breaks when Windows updates, there is no licence tied to the machine, there is no version to keep current, and a failed computer costs you a computer rather than your records.
If "for PC" means the software and the data should be on that machine rather than on a server, that is a legitimate preference and a different product. The trade is that the records are then on one computer, so a failed disk, a theft or a reformat takes the business with it unless backups are genuinely happening.
Where a browser cannot help at all: a weighing scale, a fuel dispenser or a serial-port cash drawer needs a local driver. If something at your counter must speak to the software directly, that decides it before anything else does.

Trying it without installing anything

Offline billing: who genuinely needs it
It is a real requirement for some businesses, and it should not be argued away. A counter in an area with unreliable connectivity, a site office, a market stall on mobile data in a dead spot — for these, an installed product that works with no network is the correct answer.
It is not a real requirement for most offices with a broadband line and a phone that can hotspot. The question to ask honestly is: in the last three months, how many minutes was I unable to bill? If the answer is nearly none, the trade is being made for a problem you do not have.
"Lifetime free" downloads and what usually happens
Free downloadable billing tools exist and some are genuinely useful. What they tend to have in common is that development stops, and the tool freezes at the version of the law it last understood.
That is fine for a year and expensive in year three, when the invoice format needs a field it does not have and there is nobody to add it.
The question to ask about anything described as lifetime free is not what it costs. It is who maintains it, and how you would get your data out if they stopped.
CGST, SGST and IGST — worked out, not chosen
Whether a sale attracts CGST and SGST or IGST is not a preference. It follows from the place of supply: same state as your registration means the tax splits into central and state halves, a different state means one integrated tax at the combined rate.
That sounds simple and goes wrong constantly, because it is a dropdown in most billing software and a dropdown is something a tired person clicks past. Because the requirement is tied to turnover and has been tightened in stages, the practical answer is to store the fullest code you can against each product once, and let the software report at the level required. A six-digit code can always be truncated; a two-digit one cannot be expanded.
